I am sorry Molly, but if you loved this guy, the last thing you would want to do is anything that could seriously damage the relationship, which forcing him to wear women's clothes all summer might just do.
Why not come to a compromise instead, but let him know that it's only for his dignity, and the fact you love him that you have let him off, and not to go making such silly forfeits for losing bets, after all he may have insisted you go somewhere with him, or to meet someone you hold close whilst dressed like that.
