I've been trying to deposit money via E-Check but keep getting declined. The casino that I want to play at is Rushmore Casino. I talked to a rep. from there and they told me to purchase a visa debit card, which was about $10. I am now stuck with this card because that is also being declined because I am not paying someone who is inside the US.

I'd previously never heard of Rushmore Casino so I looked them up. It's funny because most of the complaints had to do with the casino not wanting to pay out rather than not wanting to take money, which is your case.
But, to answer your question, you could use a Visa All Access brand prepaid gift card. These cards do not have filters that decline transactions to gambling sites like some banks and credit cards have. They can be found at most grocery stores, drug stores, etc.

They work anywhere on the internet. Gift cards don't always work. Also when you win the poker site or casino can put the dough back on the card.. 5 bucks for every 5 hundred.
