of course sports analysts always come out with pre-season rankings of the team which basically picks the team they expect to win based on line up and all.
you can also come out with your own. its simply a matter of probability, a science in fact. there are 30 teams and assign value to each team who has better chance of winning.
example - give all teams 1 point just for being there, then say 5 pts for those that made playoffs, another 5 for making 2nd rd, another 5 for conf finals and another 5 for nba finals and still another 5 for being the champs. still, give 3 pts for getting 45 wins, plus 2 for 50 wins and so forth. .
so you would come out with something like - celtics have 35 out of 100 chance to winning it all and a team like knicks would have 8 out of 100.
