No......but sometimes that is all a person can say to someone that they love. My grandfather used to tell my grandmother all of the time "Ditto" in response to her telling him that she loved him. When she passed away he said that he regretted sometimes not saying the words.

If a guy says that....that is usually as good as it gets. Unless, of course, you are married to my husband. We tell eachother we love eachother all of the time....dozens of times a day. Just never get tired of saying it or showing it.

"You too" really only works if you are in a precarious area with mixed company whom you might not want to know about your love life.

The best response is to return the sentiment (if it is heartfelt) or to add to it...and the worse is dead silence.
"Shut up and take me" works good too though....
