You seldom even come across a casino in PA unless it's at a racetack, but I'm pretty sure you have to be 21 to gamble either way. At least that's what I recall from the time I lived there about 5 years ago. You have to be 21 to bet on a race so it's a safe assumption that you have to be 21 to play the slots or cards.
