What it probably meant was that the horse paid $2.40 to win which would have been for a $2.00 bet to win. They also have Place bets which would pay if a horse comes in either 1st or 2nd but the odds wouldn't be as good, and a Show bet that would pay if the horse came in 1st, 2nd or 3rd but the odds would be less than for Win or Place.
