Does any one know why it is illegil to gambel in Californa if your not over 18, (and some times it even 21). Why cant 17 year olds go to casinos?

Its a steiotype that a minors brain is not old enogh yet plus minors can't drink or smoke so all the casinos would not get as much money as they wound adults
Because it is easy to get caught up in the lights, sound, fun, etc. It's really hard for most ADULTS not to blow their rent money. Minors (and sorry, by law, 17 is still a minor) are more easily influenced by their surroundings and situations than adults are. Also, adults have more experience to draw on in resisting temptation.
Like another poster said, it's really about protection. The State of California doesn't want it's youth to waste their days away gambling and drinking.
Pretty much the same reason why 17-year-olds can't vote or drink or have sex with whomever they please.
