I know gambling sites are generally prohibited, but it seems that parimutuel betting systems are regarded differently offline (at the track, etc.) and was wondering if this is also the case online.

There are some betting sites based within the US offering horse racing that is legal. Youbet I believe is legal in the US but not 100% sure. Books linked to the tracks and based in the US are legal.
