There is no difference some people draw C-OH and some C-O-H.
C-O-H is use in synthetic chemistry then you want to show that something is going to happen with the hydrogen. In most uses its used with curly arrows. Ie
If you're question is stating there IS a difference between the two, then the C-O-H is probably representing an aldehyde, while the C-OH is an alcohol. Aldehydes have a C=O double bond, and the C-H bond as well so the group looks like:

And the C-OH is the carbon with the alcohol -OH group:
R-C-OH
dont confuse.both r the same.we use C-OH simply to mention the alcohol functional group.C-O-H is the same thing,actually more elaborated form written for convenience,specially while studying the reaction mechanism.for example C2H5OH or C2H5-OH is ethanol.while writing its reaction mechanism or equation,we'll write:
CH3-CH2-O-H + X(-ve) ---------> CH3-CH2-O(-ve) + HX
actually its showing bonding and nothing else.
