First off you need the HM.
In RBY LG/FR it's found in the Safari Zone
In GSC it's given to you in Ecruteak City in the Kimono Girls building
In RSE After you beat your dad you go into Wally's house next to the gym and get it
In Pearl and Diamond it's in Celestic town, Cynthia's Grandma will give it to you when you look at the cave paintings.
If you have it and have taught it to your pokemon and defeated the right gym you should be able to use it. If not then there's a glitch and you may have to restart your game.
